A private company built a compact, Navy SEAL transporting mini-sub for 1/90th what it took the Navy to produce one via vague, long-term, pork-barrel, taxpayer-dollars-wasting, buddy-system contracts with Northrup-Grumman to do the same thing.
And the Northrup-Grumman sub caught fire and broke.
